Job description
Project Management Specialists
Job purpose
To analyse and coordinate the schedule, procurement, staffing and budget of a product or service on a project basis and to lead the work of the technical staff assigned to it, so that deliverables reach the client on time, within cost and to agreed quality standards.
Skills
- Project planning and control method: building and updating plans covering objectives, technologies, schedules, funding and staffing; budget estimating and cost tracking; procurement and the selection of vendors and consultants; milestone and deliverable monitoring; the quality standards deliverables must meet; and the staffing of a project, from recruitment to the assignment of duties. No rated knowledge data or incumbent qualification distribution is recorded; the preparation assumed is a four-year degree for most entrants, with several years of related experience and on-the-job training.
- Acts as a point of contact for the client or customer and communicates with key stakeholders to establish project requirements and objectives. Confers with project personnel to identify and resolve problems, facilitates meetings, delivers status presentations to customers and project staff, and reports budget, resource, technical and customer satisfaction status to managers. Negotiates with stakeholders and suppliers to obtain resources.
- Problems arise in the running of the project: resolving those raised by project personnel, identifying resource, staffing or funding shortfalls by reviewing objectives and schedules, and detecting budget issues from the costs incurred by project staff. Proposes, reviews or approves modifications to project plans, with the agreed objectives and requirements as the frame of reference.
- Develops and updates project plans; schedules and coordinates project activities to meet deadlines; assigns duties to project personnel; monitors milestones and deliverables; and requests and reviews project updates to confirm deadlines will be met. The framework is set by objectives and requirements agreed with stakeholders and the client; within it the postholder determines the sequencing of work and the allocation of duties.
- The tasks indicate no manual handling or dexterity demands.
Responsibilities
- Leads and guides the work of the technical staff assigned to the project: recruits or hires project personnel, assigns duties and responsibilities to them, and monitors the performance of team members to provide performance feedback. The brief evidences no responsibility for pay, formal appraisal or discipline.
- Identifies the project's financial needs, prepares and submits budget estimates, monitors the costs incurred by project staff, and produces cost tracking reports. The brief indicates no financial limits, and funding is reported on to managers rather than owned outright.
- Identifies, reviews and selects the vendors or consultants engaged to meet project needs. Beyond ordinary care of a workstation, no responsibility for plant, stock or premises is evidenced.
- Produces and distributes project documents, plans, status presentations and progress reports, and submits project deliverables to clients, ensuring adherence to quality standards. Determines the content and structure of that documentation within the client's agreed requirements.
Effort required
- Holds the whole picture of a project — scope, schedule, cost, staffing and procurement — while attending to individual milestone and deliverable detail. Judgement is required in resolving problems brought by project personnel and in deciding which plan modifications to approve.
- Answerable to clients and managers for delivery, and responsible for monitoring team members' performance and giving them feedback. The brief carries no surveyed data on exposure to conflict, hostility or distress, so none is asserted.
- No physical effort data has been surveyed for this occupation. The tasks indicate planning, reporting and meeting work, and no lifting or exertion.
Working conditions
- No work context data has been surveyed for this occupation. The tasks indicate office-based work with meetings involving project personnel, stakeholders, suppliers and clients, and evidence no hazard or exposure.
- No data exists on hours, shift patterns, on-call expectations, time pressure or consequence of error, and none is assumed. The tasks show work governed by project deadlines and deliverable dates, with objectives agreed with stakeholders and status reported to managers, while day-to-day scheduling and assignment of work are decided by the postholder.
